AN ACT TO PROVIDE FOR ADDITIONAL RESEARCH RELATING TO FRUITS AND VEGETABLES IN NORTH CAROLINA.

 

WHEREAS, North Carolina has a natural climate, land resources and location suitable for production of many fruit and vegetable species; and

WHEREAS, additional research on a broad basis is needed to further develop the fruit and vegetable program in North Carolina; and

WHEREAS, the benefits to our citizens will far outweigh the costs of research to place greater emphasis on fruits and vegetables in North Carolina; and

WHEREAS, the Governors of North Carolina and leaders of agriculture and industry have for many years expressed the need for expansion in this area of our economy; and

WHEREAS, attention has been given to this matter through proposed legislation in various fields for limited purposes, and through programs offered by the North Carolina Department of Agriculture and the North Carolina Agricultural Experiment Service; and

WHEREAS, there is needed an appropriation for these purposes: Now, therefore,

 

The General Assembly of North Carolina do enact:

 

Section 1.  There is hereby appropriated from the general fund of the State of North Carolina to the North Carolina Agricultural Experiment Station, and the North Carolina Agricultural Extension Service, where applicable for the purpose of this Act, the sum of two hundred and forty-six thousand dollars ($246,000) for the fiscal year ending June 30, 1968, and two hundred forty-eight thousand dollars ($248,000) for the fiscal year ending June 30, 1969, (and ensuing years) for the general purposes set forth in the preamble to this Act, and according to the schedule set forth for each fiscal year as follows:

Sec. 2.  The amount of professional personnel, equipment, maintenance and operation, is set forth in Section 1, and shall be used for the purpose of research during the 1967-69 biennium, with reference to blueberries, sweet potatoes, Irish-type potatoes, and cucumbers, within the general classifications of breeding new varieties, nutrition and fertilization, mechanical harvesting, and food processing. Within the division of the North Carolina Agricultural Experiment Station and the North Carolina Agricultural Extension Service, there shall be interdepartmental cooperation in all phases of the research activities as designated in this Act.

Sec. 3.  Any funds appropriated pursuant to the purposes of this Act that shall be effective after July 1, 1969, shall be used for the broad purposes of fruit and vegetable research, as set forth in Section 2, but with respect to the vegetables designated therein, and any other fruits and vegetables that require additional research with respect to breeding new varieties, nutrition and fertilization, mechanical harvesting, and food processing, as approved by the Advisory Budget Commission.

Sec. 4.  All expenditures made from the funds appropriated by this Act and for the purposes herein designated shall be accounted for and reported to the appropriate fiscal agencies of the State of North Carolina, for the purposes herein provided.

Sec. 5.  All laws and clauses of laws in conflict with the provisions of this Act are hereby repealed.

Sec. 6.  This Act shall be in full force and effect from and after its ratification.
