AN ACT TO AUTHORIZE THE GOVERNING BODY OF THE CITY OF LUMBERTON, IN ITS DISCRETION, TO APPROPRIATE FUNDS AND TO LEVY A TAX FOR THE SUPPORT AND MAINTENANCE OF A LIBRARY IN LUMBERTON.

 

The General Assembly of North Carolina do enact:

 

Section 1. The governing body of the City of Lumberton is hereby authorized and empowered, in its discretion, to levy and cause to be collected annually, at the same time and in the same manner as the general city taxes are levied and collected, a special tax of not more than five cents (5¢) on each one hundred dollars ($100.00) valuation of property in said City, the same when collected to be applied to the establishment, support, upkeep and maintenance of a public library for the City of Lumberton, which library is operated for the benefit of the public in the City of Lumberton, or for the establishment, support, upkeep and maintenance of a joint library established for Lumberton and Robeson County. The governing body of the City of Lumberton, in its discretion, may appropriate monies from the general fund of the City of Lumberton for the establishment, support, upkeep and maintenance of such public library for the City of Lumberton or such joint library established for Robeson County and the City of Lumberton. The appropriations and taxes for the purposes hereinbefore provided are hereby declared to be for a necessary expense and for a special purpose, within the meaning of the Constitution of North Carolina, and for which the special approval of the General Assembly is hereby given. It shall be valid and binding without a vote of the majority of the qualified voters of the City of Lumberton.

Sec. 2. All laws and clauses of laws in conflict with this Act are hereby repealed.

Sec. 3. This Act shall be in full force and effect from and after its ratification.
