AN ACT TO REGULATE THE FEES OF CERTAIN PUBLIC OFFICIALS OF WATAUGA COUNTY.

 

The General Assembly of North Carolina do enact:

 

Section 1. Notwithstanding any other provision of law the public officers of Watauga County shall receive for their services the salaries and fees hereinafter set forth:

(1)       The Sheriff of Watauga County shall be paid not exceeding the sum of seven thousand two hundred dollars ($7,200.00) per year, to be paid in equal monthly installments, and in addition thereto he shall be paid and receive the official fees of his office. A Jailer of Watauga County shall be paid a maximum salary of two thousand four hundred dollars ($2,400.00) per year plus fees. This Section to be designated subsection 1(a).

(2)       The Tax Supervisor of Watauga County shall be paid a salary not to exceed seven thousand two hundred dollars ($7,200.00) per year, to be paid in equal monthly installments, and in addition he shall receive the sum of six hundred dollars ($600.00) travel allowance. The tax supervisor shall also serve as County Accountant of Watauga County.

(3)       The Tax Collector of Watauga County shall be paid a sum not exceeding seven thousand two hundred dollars ($7,200.00) per year, in equal monthly installments, and in addition the tax collector shall be paid a sum not exceeding one thousand dollars ($1,000.00) for office supplies.

(4)       The County Attorney of Watauga County shall be paid a salary of eight hundred dollars ($800.00) per year, to be paid in equal monthly installments, and in addition he shall receive all necessary travel expenses.

(5)       The Register of Deeds of Watauga County shall be paid a salary not to exceed three thousand dollars ($3,000.00) per year, to be paid in equal monthly installments, and in addition he shall be paid and receive the official fees of his office.

(6)       The Sheriff of Watauga County is authorized to appoint three deputy sheriffs each of whom shall be paid a salary not in excess of four thousand four hundred dollars ($4,400.00) per year, to be paid in equal monthly installments, and in addition each deputy sheriff shall receive the official fees accruing because of his official services; or in lieu of the preceding appointment the Sheriff of Watauga County is authorized to appoint two deputy sheriffs each of whom shall be paid a yearly salary not in excess of four thousand eight hundred dollars ($4,800.00) to be paid in equal monthly installments, and one deputy sheriff who shall be paid a yearly salary in equal monthly installments not in excess of three thousand six hundred dollars ($3,600.00), and in addition the official fees accruing because of his official services.

(7)       The Chairman of the Board of County Commissioners of Watauga County shall be paid a salary not to exceed seven hundred dollars ($700.00) per year, to be paid in equal monthly installments, and in addition thereto all necessary travel expenses incurred by reason of official duties; each member of the Board of County Commissioners of Watauga County shall be paid a salary not to exceed five hundred dollars ($500.00) per year, to be paid in equal monthly installments, and in addition thereto all necessary travel expenses incurred by reason of official duties.

All of the salaries set forth above shall be fixed by the Board of County Commissioners of Watauga County not to exceed the maximum above set forth, and no salary as herein provided shall be increased from one year to another to exceed the amount of twenty per cent (20%) of such salary, nor shall same be decreased any lower than ten per cent (10%) of such salary. All of the salaries as set by the Board of County Commissioners of Watauga County under the provisions of this Act shall be effective July 1, 1967, except the salary of the tax collector, which shall become effective on the first Monday in December 1967, and the salaries of the Chairman and members of the Board of County Commissioners, which shall become effective on the first Monday in December 1968.

Sec. 2. The Board of County Commissioners of Watauga County are hereby authorized to employ an assistant tax supervisor who shall report to and work under the supervision of the Tax Supervisor of Watauga County and to receive a salary not in excess of that paid the tax supervisor.

Sec. 3. From and after the effective date of this Act all travel expenses incurred in the performance of official duties in Watauga County shall be reimbursed in the amount of eight cents (8¢) per mile based upon the nearest and most accessible route traveled.

Sec. 4. In case of a vacancy on the Board of County Commissioners of, Watauga County such Democratic vacancy shall be filled by the Democratic Executive Committee. In case of a Republican vacancy such vacancy shall be filled by the Republican Executive Committee. All other salaries of public officials of Watauga County not mentioned herein shall remain at the amount of salary now previously fixed for such position.

Sec. 5. All laws and clauses of laws in conflict with the provisions of this Act are hereby repealed.

Sec. 6. This Act shall be in full force and effect from and after its ratification.
