AN ACT TO AUTHORIZE THE BOARD OF COUNTY COMMISSIONERS OF ASHE, WATAUGA AND WILKES COUNTIES EACH IN THEIR DISCRETION, TO LEVY A TAX FOR THE SUPPORT AND MAINTENANCE OF THE PUBLIC LIBRARY FACILITY IN THEIR RESPECTIVE COUNTY.

 

The General Assembly of North Carolina do enact:

 

Section 1.  The Board of County Commissioners of Ashe, Watauga, and Wilkes Counties be, and they are hereby authorized and empowered, in their discretion, to levy and cause to be collected annually, at the same time and in the same manner as the general county taxes are levied and collected, a special tax of not more than three cents (3¢) on each one hundred dollars ($100.00) valuation of property in said counties, the same when collected to be applied to the upkeep, support and maintenance of the Public Libraries, which said libraries are operated for the benefit of the public.  The appropriations and taxes for the purpose hereinbefore provided are hereby declared to be for a necessary expense and for a special purpose within the meaning of the Constitution of North Carolina, and for which the special approval of the General Assembly is hereby given.  It shall be valid and binding without a vote of the majority of the qualified voters of Ashe, Watauga, and Wilkes Counties.

Sec. 2. All laws and clauses of laws in conflict with this Act are hereby repealed.

Sec. 3. This Act shall be in full force and effect from and after its ratification.
