AN ACT TO REQUIRE THAT A JOURNAL OF ALL MEETINGS OF THE COUNCIL OF STATE BE KEPT AND TO PERMIT ANY MEMBER OF THE COUNCIL OF STATE TO ENTER THEREON HIS DISSENT TO ANY PART.

 

The General Assembly of North Carolina do enact:

 

Section 1.  G.S. 147-13 is hereby rewritten to read as follows:

"(a)       The Governor may convene the Council for consultation whenever he may deem it proper."

"(b)      The advice and proceedings of the Council of State shall be entered in a journal, to be kept for this purpose exclusively and signed by all members present. Any member of the Council may have entered in the journal his dissent to any part of the journal. The journal shall be maintained by the Governor and shall be placed before the General Assembly when called for by either house."

Sec. 2.  This act shall become effective on July 1, 1971.

In the General Assembly read three times and ratified, this the 2nd day of April, 1971.
