Short Title: Arts/Humanities/Women's Funds. (Public)

Whereas, Craven, Lenoir, and Pamlico Counties are made up of poor rural communities; and
Whereas, the citizens of these communities do not have access to arts, humanities, and women's programs other than those provided by local organizations; and
Whereas, there is a need to provide these programs to enrich and enhance the lives of these citizens; and
Whereas, funding is needed for community organizations in Craven, Lenoir, and Pamlico Counties to give their citizens the opportunity to participate in these activities; Now, therefore,
The General Assembly of North Carolina enacts:
Section 1. There is appropriated from the General Fund to Craven County the sum of $4,000 for the 1989-90 fiscal year for the development of special programs to be allocated as follows:
(1) $1,000 to the Craven Arts Council and Gallery, Inc.;
(2) $1,000 to Down East Dance, Inc.; and
(3) $2,000 to the Craven County Council on Women, Inc.
This appropriation shall be matched with non-State funds on the basis of $1.00 of non-State funds for every $2.00 of State funds.
Sec. 2. There is appropriated from the General Fund to Lenoir County the sum of $8,000 for the 1989-90 fiscal year to be allocated as follows:
(1) $5,000 to the Community Arts Council for construction of a community Arts Center;
(2) $1,000 to Harvey Gardens of Kinston, Inc., for continuated preservation of historical gardens;
(3) $1,000 to the Lenoir County Historical Association, Inc., for programming and restoration; and
(4) $1,000 to SAFE in Lenoir County, Inc., for its domestic violence programs for women.
This appropriation shall be matched with non-State funds on the basis of $1.00 of non-State funds for every $2.00 of State funds.
Sec. 3. There is appropriated from the General Fund to Pamlico County the sum of $2,000 for the 1989-90 fiscal year for the Pamlico Players, the only source of theatre and creative activity for the entire county and its 10,000 citizens, for the development of special programs. This appropriation shall be matched with non-State funds on the basis of $1.00 of non-State funds for every $2.00 of State funds.
Sec. 4. This act shall become effective July 1, 1989.
