The General Assembly of North Carolina enacts:
Section 1. G.S. 120-9 reads as rewritten:
"§120-9. Freedom of speech; protection from arrest.
The members shall have freedom of speech and debate in the General Assembly, and shall not be liable to impeachment or question, in any court or place out of the General Assembly, for words therein spoken; and shall be protected, except in cases of crime or infraction, from all arrest and imprisonment, or attachment of property, during the time of their going to, coming from, or attending the General Assembly."
Sec. 2. This act is effective upon ratification.
