A BILL TO BE ENTITLED
AN ACT to make it an aggravating factor to manufacture methamphetamine in a location that endangers a child as recommended by the joint legislative corrections, crime control, and juvenile justice oversight committee.
The General Assembly of North Carolina enacts:
SECTION 1. G.S. 15A-1340.16(d) is amended by adding a new subdivision to read:
"(16a) The offense is the manufacture of methamphetamine and was committed where a person under the age of 18 lives, was present, or was otherwise endangered by-exposure to the drug, its ingredients, its by-products, or its waste."
SECTION 2. This act becomes effective December 1, 2004, and applies to offenses committed on or after that date.
