A BILL TO BE ENTITLED
AN ACT to allow reasonable access to state facilities and employees for certain employee associations.
The General Assembly of North Carolina enacts:
SECTION 1. G.S. 143‑3.3 is amended by adding a new subsection to read:
"(g1) Reasonable Access to State Facilities and Employees for Certain Employee Associations Allowed. – All State institutions, departments, bureaus, agencies, or commissions, and all of the State's local boards of education and community colleges, shall permit representatives of a domiciled employees' association that has at least 40,000 members, the majority of whom are current State employees, reasonable access to its facilities and employees for the purposes of membership recruitment, member consultation, and to offer member benefits, including insurance products."
SECTION 2. This act is effective when it becomes law.
