A BILL TO BE ENTITLED
AN ACT to correct the inequity that exists in pay for noncertified school employees due to the one‑year delay in implementation of the state‑mandated fair minimum wage.
The General Assembly of North Carolina enacts:
SECTION 1.(a) All noncertified public school employees who were paid less than the fair minimum wage, as defined in Section 7.4(d) of S. L. 2006‑66, for the 2005‑2006 school year shall receive:
(1) A salary adjustment retroactive to July 1, 2005, to increase their salary to the fair minimum wage, and
(2) A salary adjustment retroactive to July 1, 2006, to increase their adjusted 2005‑2006 salary by the legislative salary increment of five and one‑half percent (5½%).
SECTION 1.(b) Nothing in this act shall affect in any way salary increases for noncertified public school employees for the 2007‑2008 school year.
SECTION 2. This act becomes effective July 1, 2007.
