A BILL TO BE ENTITLED

AN ACT to require local boards of education to ENSURE that students in grades nine through twelve receive annual health instruction including information about the manner in which a parent may lawfully abandon a newborn baby with a responsible person.

The General Assembly of North Carolina enacts:

SECTION 1.  G.S. 115C‑47 is amended by adding a new subdivision to read:

"§ 115C‑47.  Powers and duties generally.

In addition to the powers and duties designated in G.S. 115C‑36, local boards of education shall have the power or duty:

(45)     To Ensure That Certain Students Receive Annual Health Instruction Including Information on Lawfully Abandoning a Newborn Baby. – Local boards of education shall adopt policies to ensure that students in grades nine through 12 receive annual health instruction including information on the manner in which a parent may lawfully abandon a newborn baby with a responsible person, in accordance with G.S. 7B‑500."

SECTION 2.  This act is effective when it becomes law.
