Short Title:     Prohibit Blunt Wraps.

A BILL TO BE ENTITLED

AN ACT to include blunt wraps in the definition of drug paraphernalia.

The General Assembly of North Carolina enacts:

SECTION 1.  G.S. 90‑113.21(a)(12) is amended by adding a new sub-subdivision to read:

"n.        Blunt wraps, to include (i) a product that contains less than fifty percent (50%) tobacco or has a homogenized tobacco leaf wrapper that contains more than sixteen percent (16%)  moisture and is designed for use as a wrap for another substance that is smoked or (ii) a product that is marketed and sold as a blunt wrap."

SECTION 2.  This act becomes effective December 1, 2007, and applies to offenses committed on or after that date.
