A BILL TO BE ENTITLED
AN ACT to appropriate funds to the swine farm waste management system conversion account.
The General Assembly of North Carolina enacts:
SECTION 1.(a) If Section 2 of Senate Bill 1465 is enacted into law, there is appropriated from the General Fund to the Swine Farm Waste Management System Conversion Account within the Division of Soil and Water Conservation of the Department of Environment and Natural Resources the sum of ten million dollars ($10,000,000) for fiscal year 2007‑2008 and the sum of ten million dollars ($10,000,000) for the 2008‑2009 fiscal year to implement the provisions of this act. It is the intent of the General Assembly that this appropriation be a recurring appropriation.
SECTION 1.(b) Allocation. – The funds appropriated pursuant to Section 1(a) of this act shall be allocated by the Division of Soil and Water Conservation for each fiscal year as follows:
(1) Eight million five hundred thousand dollars ($8,500,000) for grants.
(2) One million dollars ($1,000,000) to the Animal and Poultry Waste Management Center of North Carolina State University for the evaluation and monitoring of innovative swine waste management systems installed pursuant to grants provided by this act.
(3) Two hundred fifty thousand dollars ($250,000) to soil and water conservation districts for technical assistance and monitoring related to innovative swine waste management systems.
(4) Two hundred fifty thousand dollars ($250,000) for operating and administrative expenses. Funds for operating and administrative expenses may be used to establish up to four positions to implement the provisions of this act.
SECTION 2. This act becomes effective July 1, 2007.
