A BILL TO BE ENTITLED

AN ACT to appropriate funds to the NOrth Carolina Biotechnology center for the historically minority university infrastructure grant (HIG) program.

The General Assembly of North Carolina enacts:

SECTION 1.  There is appropriated from the General Fund to the North Carolina Biotechnology Center the sum of two million five hundred thousand dollars ($2,500,000) in recurring funds for the 2008‑2009 fiscal year to be used for the Historically Minority University Infrastructure Grant (HIG) program.  HIG is proposed as a way to build capacity in the life sciences at North Carolina's public historically minority universities in alignment with the recommendations of the University of North Carolina Tomorrow Commission.  Eligible universities include:  Elizabeth City State University, Fayetteville State University, North Carolina Agricultural and Technical State University, North Carolina Central University, University of North Carolina at Pembroke, and Winston‑Salem State University.

SECTION 2.  This act becomes effective July 1, 2008.
