A BILL TO BE ENTITLED

AN ACT TO APPROPRIATE FUNDS TO REESTABLISH AND PLACE A RENEWED EMPHASIS ON TECHNICAL EDUCATION PROGRAMS IN THE NORTH CAROLINA COMMUNITY COLLEGE SYSTEM AND TO PROVIDE FOR DIFFERENTIATED FUNDING OF COMMUNITY COLLEGE TECHNICAL EDUCATION PROGRAMS.

The General Assembly of North Carolina enacts:

SECTION 1.(a)  The State Board of Community Colleges shall identify the Technical Education Programs within the Community College System and shall weigh the costs of Technical Education Programs as a group against all other programs within the System. The State Board shall modify its funding formula to allow for differentiation in funding between Technical Education Programs and all other programs.

SECTION 1.(b)  There is appropriated from the General Fund to the Community Colleges System Office the sum of four million five hundred thousand dollars ($4,500,000) for the 2009‑2010 fiscal year and the sum of nine million one hundred thousand dollars ($9,100,000) for the 2010‑2011 fiscal year to reestablish and place a renewed emphasis on technical education programs in the North Carolina Community College System and to provide for differential funding for technical education programs.

SECTION 2.  This act becomes effective July 1, 2009.
