A BILL TO BE ENTITLED
AN ACT to appropriate funds to support the implementation of three community‑based harm reduction programs.
The General Assembly of North Carolina enacts:
SECTION 1. There is appropriated from the General Fund to the Department of Health and Human Services, Division of Public Health, the sum of five hundred fifty thousand dollars ($550,000) for the 2009‑2010 fiscal year and the sum of five hundred fifty thousand dollars ($550,000) for the 2010‑2011 fiscal year. The State Health Director and local boards of health may implement three community‑based harm reduction programs as part of a comprehensive Hepatitis C and HIV disease prevention program. Funds appropriated in this section shall be used to support these programs to provide access to sterile syringes, case management services, outreach, transportation, referrals for housing and medical care, and other services that will further the purposes of this act.
SECTION 2. This act becomes effective July 1, 2009.
