A BILL TO BE ENTITLED

AN ACT to study requiring the division of motor vehicles to place the north carolina tourism web site, visitnc.com, on the state's registration plates and to study requiring all license plates issued by the division of motor vehicles to have a "First in flight" background, including SPECIALIZED license plates.

The General Assembly of North Carolina enacts:

SECTION 1.  The Joint Legislative Transportation Oversight Committee shall study whether to require the Division of Motor Vehicles to place the North Carolina tourism Web site, visitnc.com, on the State's registration plates and whether to require all license plates issued by the Division of Motor Vehicles to have a "First in Flight" background, including all specialized license plates.

SECTION 2.  The Joint Legislative Transportation Oversight Committee shall consult with the Division of Motor Vehicles, the State Highway Patrol, and any other law enforcement agency regarding the recognizability of license plates and any enforcement issues associated with different plate backgrounds. The Joint Legislative Transportation Oversight Committee also shall consult with the Division of Motor Vehicles regarding the feasibility of adding the North Carolina tourism Web site, visitnc.com, to the current "First in Flight" license plate background.

SECTION 3.  The Joint Legislative Transportation Oversight Committee shall report its findings and any recommended legislation to the 2010 Regular Session of the 2009 General Assembly not later than March 31, 2010.

SECTION 4.  This act is effective when it becomes law.
