AN ACT to provide that funds budgeted for salaries and wages shall only be expended for those items.

The General Assembly of North Carolina enacts:

SECTION 1.  G.S. 143C-6-9 reads as rewritten:

"§ 143C-6-9.  Use of lapsed salary savings.Use of funds appropriated for salaries and wages; lapsed salary savings revert monthly.

Lapsed salary savings may be expended only for nonrecurring purposes or line items.

Funds appropriated for salaries and wages shall be used only for salaries and wages, employer's social security, retirement, and hospitalization payments. At the end of each month, lapsed salary savings shall revert to the proper unappropriated fund balance."

SECTION 2.  This act becomes effective July 1, 2009.
