A BILL TO BE ENTITLED
AN ACT to limit to academic scholarships a budget provision granting in‑state tuition to certain full scholarship students.
The General Assembly of North Carolina enacts:
SECTION 1. G.S. 116‑143.6(b) reads as rewritten:
"(b) The following definitions apply in this section:
(1) "Full cost" means an amount calculated by the constituent institution that is no less than the sum of tuition, required fees, and on‑campus room and board.
(2) "Full scholarship" means a grant based on academic merit that meets the full cost for a student to attend the constituent institution for an academic year."
SECTION 2. The amendment of G.S. 116‑143.6 by Section 1 of this act does not affect the receipt of full scholarships for the 2008‑2009 and 2009‑2010 academic years by persons who received the scholarships prior to the amendment.
SECTION 3. This act is effective when it becomes law.
