A JOINT RESOLUTION Honoring the life and memory of robert Walter "Bob" scott, former governor of north carolina.

Whereas, Robert Walter "Bob" Scott was born June 13, 1929, near the Haw River in Alamance County to Walter Kerr Scott and Mary Elizabeth White Scott; and

Whereas, Bob Scott attended Duke University from 1947 to 1949 and received a bachelor's of science degree in Animal Industry from North Carolina State University in 1952; and

Whereas, Bob Scott served as a Special Agent in the Counter Intelligence Corps of the United States Army during the Korean War from 1953 to 1955; and

Whereas, after serving in the army, Bob Scott returned to Alamance County to manage the family's dairy farm; and

Whereas, Bob Scott became active in politics following the path of other family members who were elected to public office in North Carolina, including his father who served as Governor from 1949 to 1953 and as a United States Senator from 1954 to 1958; and

Whereas, Bob Scott served as Lieutenant Governor of North Carolina from 1965 to 1969 and as Governor from 1969 to 1973; and

Whereas, during his term as Governor, Bob Scott led the effort that resulted in the passing of the State's first cigarette tax, which helped fund kindergarten education programs; aided in the preservation of the State Capitol and the restoration of the Governor's Mansion; worked to have Reed Gold Mine designated as a State Historic Site; and appointed the first African‑American to serve as a superior court judge; and

Whereas, Bob Scott was in the forefront of the move to unite all of the State's public colleges and universities into one body, creating The University of North Carolina System, and was instrumental in the reorganization of State departments and agencies to better serve the citizens of this State; and

Whereas, after leaving the Governor's office, Bob Scott served on the State's Agribusiness Council and was appointed by President Jimmy Carter to serve as Chair of the Appalachian Regional Commission in 1977; and

Whereas, Bob Scott later served as President of the North Carolina Community College System from 1983 to 1994; and

Whereas, Bob Scott received numerous awards and honors for his good works, including the North Carolina Award for Public Service, North Carolina State University's Watauga Award, and the North Carolinian Society Award; and

Whereas, Bob Scott was an active member of the Hawfields Presbyterian Church, serving for a number of years as an Elder and Deacon; and

Whereas, Bob Scott lost his son, William Kerr Scott in 2007; and

Whereas, Bob Scott died on January 23, 2009, at the age of 79; and

Whereas, Bob Scott is survived by his wife of 58 years, Jessie Rae Scott; daughters Margaret "Meg" Scott Phipps, Mary Scott, Susan Scott Sutton, and Janet Scott; and seven grandchildren; Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

SECTION 1.  The General Assembly honors the memory of Robert Walter "Bob" Scott and expresses the appreciation of this State and its citizens for the service he rendered.

SECTION 2.  The General Assembly extends its deepest sympathy to the family of Robert Walter "Bob" Scott for the loss of a beloved family member.

SECTION 3.  The Secretary of State shall transmit a certified copy of this resolution to the family of Robert Walter "Bob" Scott.

SECTION 4.  This resolution is effective upon ratification.
