A BILL TO BE ENTITLED

AN ACT to require the division of motor VEHICLES to issue a special identification card, free of charge, to INDIVIDUALS that have a valid drivers license that is revoked based on an administrative decision regarding medical disqualification.

The General Assembly of North Carolina enacts:

SECTION 1.  Chapter 20 of the General Statutes is amended by adding a new section to read:

"§ 20‑15.2. Special Identification cards to be issued when a license has been canceled by the Division for reasons related to a medical or physical condition.

The Division shall issue a Special Identification card, at no cost, to any person who has been issued a drivers license but, as a result of a medical or physical condition, the license has been canceled by the Division. The Special Identification card issued as a result of a cancellation based on a medical or physical condition shall be valid for a period of time not to exceed the expiration date of the license canceled by the Division."

SECTION 2.  This act is effective when it becomes law.
