Short Title:        Annual Registration of Farm Vehicles.

A BILL TO BE ENTITLED

AN ACT to provide applicants who register motor VEHICLES at the farmer rate to choose between a staggered registration year or an annual registration year.

The General Assembly of North Carolina enacts:

SECTION 1.  G.S. 20‑88(b)(3) reads as rewritten:

"(3)      License plates issued at the farmer rate shall be placed upon trucks and truck‑tractors that are operated for the primary purpose of carrying or transporting the applicant's farm products, raised or produced on the applicant's farm, and farm supplies. Applicants making an initial application for a license plate issued at the farmer rate may choose between an annual registration beginning January 1 of each year or a staggered registration beginning in the month the vehicle is registered. Beginning January 1, 2010, and ending December 31, 2010, an applicant for renewal of a license plate issued at the farmer rate may make a onetime change from a staggered registration renewal to an annual registration renewal. The license plates shall not be used on a vehicle operated in hauling for hire."

SECTION 2.  This act becomes effective January 1, 2010, and applies to all vehicles issued license plates at the farmer rate committed on or after that date.
