A BILL TO BE ENTITLED

AN ACT to appropriate funds to the department of commerce for the North carolina center for automotive research, Inc.

The General Assembly of North Carolina enacts:

SECTION 1.  There is appropriated from the General Fund to the Department of Commerce the sum of eight hundred ninety‑six thousand five hundred eighteen dollars ($896,518) for the 2009‑2010 fiscal year and the sum of nine hundred eighty‑four thousand three hundred thirty dollars ($984,330) for the 2010‑2011 fiscal year to be allocated to the North Carolina Center for Automotive Research, Inc., for operating costs, including personnel, contracted services, marketing, legal, accounting and audit, insurance and taxes, equipment, permitting, and master planning for Phase 1B.

SECTION 2.  There is appropriated from the General Fund to the Department of Commerce the sum of ten million nine hundred twelve thousand one hundred ninety‑eight dollars ($10,912,198) for the 2009‑2010 fiscal year and the sum of five million four hundred nineteen thousand five hundred thirty‑four dollars ($5,419,534) for the 2010‑2011 fiscal year to be allocated to the North Carolina Center for Automotive Research, Inc., for the completion of Phase 1B facilities, including the completion of the 4.58 mile ride and handling course, completion of the nine‑acre integrated vehicle dynamics area, construction of the chassis dynamics laboratory, and an internal roadway extension to the chassis dynamics laboratory.

SECTION 3.  Funds appropriated to the North Carolina Center for Automotive Research, Inc., in prior fiscal years that are unexpended and unencumbered as of June 30, 2009, shall not revert to the General Fund on June 30, 2009, but shall remain available at the Department of Commerce for use by the North Carolina Center for Automotive Research, Inc.

SECTION 4.  This act becomes effective July 1, 2009.
