A BILL TO BE ENTITLED

AN ACT to Ensure accountability in the use of federal stimulus funds by local governments and nonprofit entities.

The General Assembly of North Carolina enacts:

SECTION 1.  The Department of Administration, the Office of the State Auditor, the Department of Public Instruction, and other State agencies to which local governments or nonprofit entities must report on the use of pass‑through grant funds, shall report to the General Assembly by May 1, 2009, on their recommendations regarding:

(1)        Ways to ensure accountability in the expenditure of any federal stimulus money; and

(2)        Whether and to what extent it would be appropriate for the State to accept the required federal reports in lieu of State reports currently required by law.

SECTION 2.  This act is effective when it becomes law.
