A BILL TO BE ENTITLED

AN ACT directing the state board of education to provide funds for only one local school superintendent per county.

The General Assembly of North Carolina enacts:

SECTION 1.  Notwithstanding any other provision of law, the State Board of Education shall not allot State funds for the superintendent of a city school administrative unit.  To administer this section, the State Board shall reduce the central office allotment of each city school administrative unit by an amount equal to the midpoint of the State salary range for that unit.

SECTION 2.  Each city school administrative unit shall use non­State funds for its superintendent's salary and benefits.

SECTION 3.  This act becomes effective July 1, 2011.
