A BILL TO BE ENTITLED

AN ACT to provide that a person who has a concealed handgun permit may carry a handgun on educational property that is the location of both a school and a place of worship during the regularly scheduled hours of worship, provided those hours do not coincide with the operating hours of the school.

The General Assembly of North Carolina enacts:

SECTION 1.  G.S.  14-269.2 is amended by adding a new subsection to read:

"(i)        Notwithstanding subsection (b) of this section, if educational property is the location of both a school and a building that is a place of worship as defined in G.S. 14-54.1, then a person who has a concealed handgun permit issued in accordance with Article 54B of Chapter 14 of the General Statutes or considered valid under G.S. 14-415.24 may possess and carry a handgun on the premises of the building that is a place of worship during the time period regularly scheduled religious services are meeting, provided the time period does not coincide with any of the operating hours of the school."

SECTION 2.  G.S. 14-415.11(c)(1) reads as rewritten:

"(c)       Except as provided in G.S. 14-415.27, a permit does not authorize a person to carry a concealed handgun in any of the following:

(1)        Areas prohibited by G.S. 14-269.2, 14-269.3, and 14-277.2.14-277.2, except as allowed under G.S. 14-269.2(i).

…."

SECTION 3.  This act becomes effective December 1, 2012.
