Short Title:        LRC Study/Medical Use Of Cannabis.

A BILL TO BE ENTITLED

AN ACT requiring the legislative research commission to study issues related to the medical use of cannabis.

The General Assembly of North Carolina enacts:

SECTION 1.  The Legislative Research Commission shall study the following issues related to the medical use of cannabis:

(1)        Best practices for addressing the production, distribution, possession, and administration of cannabis in the treatment of terminal or debilitating illnesses.

(2)        The manner in which other states that have legalized the medical use of cannabis regulate the production, distribution, possession, and taxation of cannabis and its derivative products.

(3)        The potential new revenue streams that would result from permitting the medical use of cannabis and its derivative products in North Carolina, including, but not limited to, (i) new licensing fees and (ii) new taxes for the cultivation, processing, and sale of cannabis and its derivative products.

SECTION 2.  The Legislative Research Commission may make an interim report to the 2013 General Assembly when it reconvenes in 2014 and shall make its final report to the 2015 General Assembly when it convenes.

SECTION 3.  This act is effective when it becomes law.
