A BILL TO BE ENTITLED

AN ACT to establish the western regional leadership academy.

The General Assembly of North Carolina enacts:

SECTION 1.  There is appropriated from the General Fund to the Department of Public Instruction the sum of two million dollars ($2,000,000) for the 2014-2015 fiscal year to establish the Western Regional Leadership Academy. The purpose of the academy is to increase the number of principals and assistant principals qualified to lead transformational change in schools in both rural and urban areas, including, without limitation, lowest-achieving schools in Avery, Burke, Caldwell, Buncombe, Haywood, McDowell, Rutherford, Yancey, Madison Counties, and such other counties in western North Carolina as may be selected by the Department. The Academy shall begin operations as soon as practicable.

SECTION 2.  This act becomes effective July 1, 2013.
