A BILL TO BE ENTITLED

AN ACT to direct the legislative research commission to study the needs of working caregivers.

The General Assembly of North Carolina enacts:

SECTION 1.  The Legislative Research Commission (Commission) recognizes that an increasing number of employees have caregiving responsibilities and that the State needs to develop public and private solutions to ensure the needs of working caregivers are met. The study may include one or more of the following issues:

(1)        The percentage of working caregivers in the workforce.

(2)        The needs of working caregivers.

(3)        The consequences of working and caregiving.

(4)        Employment opportunity for caregivers.

(5)        Family responsibility discrimination encountered by working caregivers.

(6)        Protections available to working caregivers under existing laws.

(7)        Costs associated with caregiving, including costs to the employer, the working caregiver, and the public health care system.

(8)        Leave policies for working caregivers.

(9)        Employer responses to the needs of working caregivers.

(10)      Government responses to the needs of working caregivers.

(11)      Strategies for addressing the needs of working caregivers.

(12)      Any other issues the Commission deems relevant.

SECTION 2.  The Legislative Research Commission shall report any findings and recommendations to the 2016 Regular Session of the 2015 General Assembly.

SECTION 3.  This act is effective when it becomes law.
