A BILL TO BE ENTITLED

AN ACT TO PROVIDE THAT NET REVENUES FROM THE LOTTERY SHALL NOT SUPPLANT REVENUES ALREADY EXPENDED OR PROJECTED TO BE EXPENDED, AND TO REQUIRE ALL SUCH NET REVENUES TO BE SPENT FOR EDUCATIONAL PURPOSES ONLy.

The General Assembly of North Carolina enacts:

SECTION 1.  G.S. 18C-102 reads as rewritten:

"§ 18C-102.  Purpose and intent.

The General Assembly declares that the purpose of this Chapter is to establish a State-operated lottery to generate funds for the public purposes described in this Chapter. The net revenues generated by the lottery shall not supplant revenues already expended or projected to be expended for those public purposes, and lottery net revenues shall supplement rather than be used as substitute funds for the total amount of money allocated for those public purposes. All net revenues generated by the lottery shall be expended only for educational purposes."

SECTION 2.  This act is effective when it becomes law.
