A BILL TO BE ENTITLED

AN ACT TO direct the joint legislative education oversight committee to study THE legal and policy issues REGARDING THE DISmissal, demotion, or sUSPENSION Without pay OF NONCERTIFIED SCHOOL EMPLOYEES.

The General Assembly of North Carolina enacts:

SECTION 1.  The Joint Legislative Education Oversight Committee shall study the legal and policy issues regarding the dismissal, demotion, or suspension without pay of noncertified school employees and their current employment status as at-will employees.  The Committee shall consider whether noncertified employees should only be dismissed, demoted, or suspended without pay for just cause.  The Committee shall solicit input from interested parties.  The Committee shall report the results of its study to the 2008 Regular Session of the 2007 General Assembly.

SECTION 2.  This act is effective when it becomes law.
