A BILL TO BE ENTITLED

AN ACT to limit to academic scholarships a budget provision granting in-state tuition to certain full scholarship students.

The General Assembly of North Carolina enacts:

SECTION 1.  G.S. 116-143.6(b) reads as rewritten:

"(b)      The following definitions apply in this section:

(1)       "Full cost" means an amount calculated by the constituent institution that is no less than the sum of tuition, required fees, and on-campus room and board.

(2)       "Full scholarship" means a grant based on academic merit that meets the full cost for a student to attend the constituent institution for an academic year."

SECTION 2.  The amendment of G.S. 116-143.6 by Section 1 of this act does not affect the receipt of full scholarships for the 2006-2007 and 2007-2008 academic years by persons who received the scholarships prior to the amendment.

SECTION 3.  This act is effective when it becomes law.
