A BILL TO BE ENTITLED
AN ACT to reduce the size of the pitt county board of education from twelve members to seven, to provide for four-year TERMS rather than six-year terms, and to add an at-large member, subject to a referendum.
The General Assembly of North Carolina enacts:
SECTION 1. Section 1 of Chapter 193 of the 1987 Session Laws reads as rewritten:
"Section 1. Beginning December 7, 1987, December
1, 2014, the Pitt County Board of Education shall consist of 12 members,
with two seven members, one of whom is elected at large and
one each elected from six districts in nonpartisan plurality elections.
Only voters residing in a district may vote for the members from that
district."
SECTION 2. Section 4 of Chapter 193 of the 1987 Session Laws reads as rewritten:
"Sec. 4. After the initial election, elections
Other than for the at-large member elected in 2014, elections shall
be held in 1990 and subsequent even-numbered years 2016 and
quadrennially thereafter as terms expire, at the time set by general State
law for the election of county boards of education. Members elected in 1990 2016
and subsequent years shall take office at the time set by general State law
and shall serve for terms of six four years."
SECTION 3. In the 2014 election, one member shall be elected at large for a two-year term. No election shall be held for full terms of district members of the Pitt County Board of Education in 2014 so as to reduce the total number of members from 12 to seven. This act does not affect the terms of office of members elected for six-year terms in 2008.
SECTION 4. Sections 1 through 3 of this act become effective only if approved by a majority of the qualified voters of the County of Pitt in a referendum. The election shall be conducted by the Pitt County Board of Elections in the 2012 general election. The question on the ballot shall be:
"[ ] FOR [ ] AGAINST
Reducing the size of the Pitt County Board of Education from 12 to seven members, to provide for four-year terms rather than six-year terms, and to add an at-large member."
SECTION 5. If a majority of the votes cast are in favor of the question, Sections 1 through 3 of this act become effective as provided therein.
SECTION 4. This act is effective when it becomes law.
