A BILL TO BE ENTITLED

AN ACT to simplify the state board of elections web site by allowing a citizen to use the citizen's residential address to access comprehensive election information.

The General Assembly of North Carolina enacts:

SECTION 1.  The State Board of Elections (Board) shall redesign and simplify its Internet Web site to allow a citizen to use the citizen's residential address to access comprehensive election information. The Web site shall be redesigned to include front‑page links to allow a citizen to use the citizen's residential address to access the following information, including:

(1)        An election calendar.

(2)        Any voter registration information.

(3)        A "Where do I vote?" link to access polling site information.

(4)        A "What type of ID do I need?" link to alert a citizen to current laws regarding the types of identification necessary to vote, whether in person or by absentee ballot.

(5)        A "Who are my elected officials?" link to enable a citizen to easily access information relating to the elected officials who represent the citizen on both a local and statewide level.

(6)        A "Who's running for office?" link, which shall contain hyperlinks to each candidate's Web site, to allow a citizen organized access to candidate information.

(7)        A link to rules and requirements for candidates.

(8)        A link to a list of county boards of elections.

(9)        A link regarding absentee ballot information.

(10)      Other related links, including links for FAQs, news, information, an "About" link to share information about the Board, and a "Contact" link to enable citizen access to the contact information of the Board.

(11)      Any other links containing relevant information the Board deems appropriate.

SECTION 2.  The Board shall place signage in appropriate public spaces to alert citizens to the Web site as redesigned pursuant to this act.

SECTION 3.  This act is effective when it becomes law.
