Introduction

Welcome to the North Carolina General Assembly House Page Program website.

This program offers young men and women the opportunity to learn about, and participate in, the legislative process of our state. It is a four day long experience that allows high school students that are currently in grades ten, eleven, or twelve to observe firsthand how our laws are made. It provides them the unique privilege of working in the House Chamber in the midst of legislative action.

House Pages are important to the operation of the General Assembly as they assist the Members and staff of the House during the legislative session. They participate in daily sessions, committee meetings, and perform other duties including, but not limited to, delivering messages and materials within the legislative complex, completing mailings for Members, and passing out documents or running errands in the House Chamber during daily sessions.


Selection Process

The selection process for this program is highly competitive. Official appointments are made by the Speaker of the House based on recommendations by individual Representatives. Students submit their application to their Representative who selects the individuals to be appointed by the Speaker. Appointments are made on a first-come, first-served basis.

Qualifications

In order to be a House Page you must:
  • Students must be a current sophmore, junior, or senior in high school.
  • Have not served as a House Page previously.
  • Be sponsored by a Member of the North Carolina House of Representatives.
  • Be in good academic standing at your school.
  • Have prior approval by the principal of your school if you are appointed to serve as a Page during the school year.

When to Apply

  • Applications are available for the legislative session online and in the House Page Office.
  • Dates are posted on this website when applications are being accepted for each session.
  • Applications are accepted on an ongoing basis until all positions for the session are full.
  • Applications are processed on a first-come, first-served basis.

How to Apply

  • Contact Your Representative and request his or her sponsorship. It is preferred that you contact the Representative for the district in which you live, which you can determine by using the Find Your Legislators tool located here.
  • In order to apply, you can either fill out an online application or print a hard copy to complete.
    • If you use the online application, it will be sent automatically to your sponsoring Member for his/her approval once you have submitted.
    • If you choose to print a hard copy, make sure to sign it and attach all necessary components (completed application, essay, and recent color photo) before sending/delivering to your sponsoring Member.
  • The selection process is quite competitive and not all who apply will be appointed. Each Representative has his or her own criteria which he or she uses to select Pages for sponsorship.

Notification of Appointment

If appointed, the student will receive an official letter of appointment from the Speaker of the House and a letter from the House Page Supervisor directing you to a link to access important information and materials. Read the letter and respond as directed.
Students must be a current sophmore, junior, or senior in high school. Students must be in good academic standing with their school and sponsored by a Member of the North Carolina House of Representatives.
  • Daily Sessions: All Pages attend daily session in the House Chamber. During session, bills are introduced, debated, and passed. Pages are assigned to strategic stations throughout the House Chamber, where they are available to assist House Members. They may be asked to deliver messages, bills, amendments, and other documents.
  • Committee Meetings: Each House Page is assigned to attend committee meetings throughout the day.
  • Office Assistance: Additionally, Pages may provide office assistance to legislators and staff by completing mailings, filing, copying, or delivering messages.
Pages serve for one week when the North Carolina General Assembly is in session.
  • The student should contact their House Member to express interest in the program and request sponsorship.
  • Applications may be obtained online, from a Member of the North Carolina House of Representatives, or from the House Page Supervisor.
The student will receive an appointment letter and additional information and instructions.
Report to the House Page Office, Room 1329, Legislative Building, 16 West Jones Street, Raleigh, North Carolina at 1:00 p.m. on the Monday of the week you are to serve for check-in.
Visitor Parking Lots:
  • LOT #1: Corner of Jones and Wilmington Streets across the street from State Archives Building.
  • LOT #18: Corner of Polk and Wilmington Streets, one block from the Legislative Building.
  • LOT #75: Salisbury Street.
  • Rates are charged by the hour Monday through Friday, 7:00 AM - 5:00 PM.

That is a personal choice. Pages are responsible for any snacks and meals during the work day.
